Here's a nicely-done video on how to design, build, and use a Tilted Terminated Dipole Antenna.  The video describes a T2FD antenna project from design to installation featuring a 10w terminating resistor made from 4 X 5w 390 ohm resistors in a series-parallel configuration and enclosed in a balun/resistor assembly for structural integrity.  In days past, B & W made several variations of this antenna for the Department of Defense and other U.S. Government agencies.
