If you need local or regional HF communication for emergencies or regular nets, then you can't go wrong with a NVIS (Near Vertical Incident Skywave) antenna.
In this video, Gaston (KT1RUN) shows us how to build a simple 40m/80m dipole for NVIS operations. The antenna is easy-to-build, set up, and use.
Depending on parts availablity, you should be able to construct this NVIS for approximately $20 (USD).
